Southeast Europe is undergoing an unprecedented energy transition, replacing legacy coal-fired power plants with utility-scale solar photovoltaic, onshore wind, pumped hydro storage, and green hydrogen projects.
Exceptional geographic endowments – including high solar irradiance in the southern peninsula and powerful wind corridors along the Black and Adriatic Seas – have positioned the region as a green energy exporter to Central Europe.
The transition is supported by EU decarbonization funds, regional grid-interconnection projects, and modernized national renewable energy auction frameworks.
However, the rapid onboarding of intermittent renewable generation has exposed critical vulnerabilities in regional transmission grids, creating urgent demand for energy storage systems and grid infrastructure upgrades.

Major international investors leading greenfield project development include EDP Renováveis, Enel Green Power, Masdar, Statkraft, Voltalia, UGT Renewables, and PowerChina.
Sovereign and private utility champions driving market transformation include Hidroelectrica and OMV Petrom in Romania, PPC in Greece, EPS in Serbia, and ESM in North Macedonia. Supporting these operators is a comprehensive technical supply chain including high-voltage equipment manufacturers, engineering firms, grid integration consultants, and energy trading desks.
Strategic renewable energy investments are scaling rapidly across regional wind and solar corridors. In the Dobrogea region of Romania, EDP Renováveis and regional partners operate massive onshore wind farms that supply green electricity directly into the European grid. In Kozani, Greece, public utility PPC has transformed legacy coal-mining sites into one of Europe’s largest solar photovoltaic complexes. In Serbia, state utility EPS partnered with UGT Renewables and Hyundai Engineering to construct a 1.2 GW ground-mounted solar utility portfolio paired with 200 MW / 400 MWh of battery energy storage systems (BESS). Concurrently, in Čibuk, Serbia, Masdar continues its operational expansion across major wind farms supplying renewable power into the Western Balkan transmission network.
Energy storage, hydro capacity, and flexible gas infrastructure mark the next frontier of regional energy investment. In Constanța, Romania, Monsson Group and Prime Batteries Technology deployed Romania’s largest hybrid BESS facility integrated into the Mireasa wind and solar complex. In western Greece, TERNA Energy is executing the 680 MW Amfilochia Pumped Storage Hydro Project to act as a major long-duration energy storage hub for the southern peninsula. In Karlovac, Croatia, institutional investors and technology providers are building grid-scale battery energy storage systems to stabilize regional frequency regulation. In Trebinje, Bosnia and Herzegovina, public and private stakeholders are advancing pumped-storage hydro facilities, complemented by large-scale wind developments like the 84 MW Ivovik wind farm. In Karavasta, Albania, French energy developer Voltalia operates a major utility-scale solar project establishing new benchmarks for competitive solar auctions in the Western Balkans.
Major offshore, nuclear, and regional interconnectivity projects highlight the region’s long-term decarbonization strategy. In the Black Sea, OMV Petrom and Romgaz lead the Neptun Deep offshore gas project, securing regional transition fuel reserves to replace coal generation. In Alexandroupolis, Greece, Gastrade commissioned the floating storage and regasification unit (FSRU) LNG terminal to supply regasified natural gas northward through the Interconnector Greece-Bulgaria (IGB) and the Vertical Corridor initiative. In Kozloduy, Bulgaria, state authorities partnered with Westinghouse and Hyundai E&C on the engineering expansion of AP1000 nuclear reactors (Units 7 & 8) to maintain baseline low-carbon power production. In Šoštanj, Slovenia, state utilities are converting legacy thermal sites into integrated solar and biomass energy hubs. Finally, in North Macedonia, international developers are constructing large-scale solar projects over reclaimed industrial lands, setting a model for regional just energy transitions.
Macro Growth Drivers & Future Outlook
Strict European decarbonization deadlines and carbon border adjustment mechanisms provide strong structural pressure to accelerate the phase-out of fossil fuels across Southeast Europe.
At the same time, Central European industrial demand for certified green power creates a lucrative export market for regional renewable energy producers connected through regional interconnectors.
Deep natural resources and available land provide strong fundamentals for low-cost power generation. However, realizing full market potential will require massive public and private capital deployment into high-voltage grid upgrades, cross-border interconnectors, and long-duration battery storage systems.
